Introduction
The Board, in this series of Procurement Guidelines, has codified and issued the existing procurement procedures and practices in Zambia to assist Government and parastatal institutions carry out procurement in a consistent and efficient manner. The Guidelines are applicable to all public sector procurement and derive their authority from the Zambia National Tender Board Act, Cap 394 of the Laws of Zambia and any Regulations made thereunder.
The Guidelines are being issued in several volumes as follows:

Other conditions are still under preparation.
The Guidelines have assumed the existence of Procurement and Supplies Units in public sector institutions to profit in their use. Where such units have not been established, Controlling Officers and Chief Executives of parastatal bodies are required to undertake most of their purchasing through the Zambia National Tender Board. All public organisations are therefore encouraged to establish these units.
